Low TSH levels, do I need thyroid pills?

I've been having a lot of thyroid issues lately (hoarseness, swollen thyroid, lump in my throat, etc.) and just got my bloodwork back saying my TSH is 1.6 I'm a 21 year old otherwise healthy female and was told by the lab tech. that this seemed abnormally low but not low enough to make any sort of definitive diagnosis. Do you think I should be on thyroid pills with a TSH of 1.6?
