"Energy can't be created or destroyed"?

Lets work with the idea that energy can't be created. That means it's eternal, right? But matter didn't come along until the big bang. Energy can act like matter. So probably some of the energy was closely confined enough to become matter, right? OK, so that all happened according to the laws of physics don't you agree? Where did the laws of physics come from that allowed the eternal energy to decide to have a big bang and make the universe? They had to be in the universe before the big bang, right? Where were they?
